There are treaties between alliances, so follow these rules:

1. Never attack TOP4.
2. Never attack the level 7-8 resource tiles being collected. Level 1-6 resource sites can be attacked except for TOP4. 
(TOP4 - EMP, VAL, DaN, TRX)
